
Decree No. 127 of the Minister of the Environment and Energy Security of May 16, 2025, marks a decisive step forward in the dissemination of CERs. The law introduces a full incentive, without any reduction, for citizens, public, religious, and non-profit entities, allowing them to fully leverage shared energy. Furthermore, the PNRR capital contribution is cumulative with the incentive tariff at 100%, without penalties. These steps are explained in the updated GSE Operating Rules (version of July 16, 2025), particularly in the section dedicated to “Determination of the incentive tariff” and in the summary of the cumulation methods in Article 6 of the CACER Decree. This new framework makes participation in the CERs extremely advantageous and clearer for citizens. The first step to empowering users to actively contribute to building a more equitable, sustainable, and shared energy model is to equip them with real-time energy awareness tools. The Chain2Gate Energy Aware Platform was born precisely from the desire to guide citizens toward better management of their energy budgets so they can be virtuous actors in CERs and, more generally, in energy flexibility.
